Shoto Todoroki lives in a earth where almost everyone has superpowers called Quirks. His father, a No. ane Hero, is a master of fire. His female parent is a strong user of ice. Todoroki inherited both. This is the reason for his unique appearance.

If Todoroki seems common cold and aloof, this is due to his tragic and abusive upbringing. His father pushed him hard to become a peachy Hero, hardly allowing him a childhood.
His female parent became emotionally unstable and tried to erase his fire powers with boiling water, producing the big scar on his face.
Because of his upbringing, Todoroki refused to use his fire powers for many years. During a lucifer with Izuku Midoriya, his powers resurface, and he begins to reconcile his feelings towards his parents.
Todoroki's powers permit him to change the temperatures of his environment, instantly freezing objects or creating massive water ice crystals with his correct hand, or shooting flames from his left.
I drawback of the One-half-Cold Half-Hot Quirk is that extended use affects his body temperature. His fire powers may also effect in the consumption of his wearable by fire.
